PBS was the pioneer and still is the leader in quality cooking shows. When the Food Channel came around in about in about 1997 it had some great shows as well.
At this juncture a lot of he people from the food channel have migrated to PBS. The Food Channel has decayed to a bunch of stupid Chopped shows that must not cost much to produce. Chopped everything. Kids, grandmothers, chefs, Special Olympics, chopped, chopped, chopped. I think that the Food Channel is on it's last leg.
While PBS has a plethora of programs that actually show real people cooking a variety of foods that you can at home. These shows do not have some nit wit making people cook something out of a bunch of obscure or incompatible ingredients. They show you how to cook something that is not something you would cook everyday, but doable.
The thing is most of the cable companies do not offer these channels. And in my area I feel they do the best they can to block them. PBS has the best cooking shows hands down!
